What Florida Homeowners Need to Know About the New Roofing Law (HB 715)
As your trusted local roofer, Top Rank Roofing is committed not only to delivering quality work but also to keeping you informed. On May 20, 2025, a new Florida law—House Bill 715 (HB 715)—was signed into effect. This legislation brings important changes to how roofing contracts are handled in Florida, especially in areas frequently affected by storms and hurricanes.
Here’s a breakdown of what you, as a homeowner, need to know and how these changes affect your roofing projects going forward.
🛑 1. New 10-Day Contract Cancellation Rule (Only After Disasters)
Under the previous law, homeowners had 10 days to cancel a roofing contract without penalty. HB 715 narrows this rule:
You now only have a 10-day cancellation window if:
The roofing contract is signed within 180 days of a declared state of emergency, AND
Your home is located in the emergency-declared area.
What does this mean for you?
If a storm hits and your area is officially declared a disaster zone by the Governor, you can still cancel a roofing contract within 10 days—but only if the contract was signed shortly after the storm.
To protect you, we are legally required to include a clearly worded cancellation notice in bold type directly above your signature line when these conditions apply.
🛡️ 2. Required Insurance Notice in Roofing Contracts
If your roofing work is being paid for through insurance (like after storm damage), HB 715 requires us to include a prominent insurance disclosure in your contract. This new rule is designed to ensure you're fully informed about your coverage before committing.
Here’s what you’ll see in our contracts:
“If the proposed work is related to an insurance claim, you, the residential property owner, should contact your insurance company to verify coverage for the proposed roofing work, including any claims, deductibles, and policy terms, before signing this contract.”
What does this mean for you?
Always double-check with your insurance provider to make sure you understand what’s covered, your deductible amount, and whether your policy will cover the full cost of repairs or replacement. Misunderstanding your coverage could leave you with unexpected out-of-pocket costs.
🧾 3. Lien Rights – What Happens If Payments Aren’t Made
As with all licensed contractors in Florida, we are required to notify homeowners that a construction lien can be filed on a property if payment is not made for services rendered.
This applies to:
Delays in final payment after job completion.
Insurance payments that are not properly applied to the project.
Misplaced or misused insurance checks.
Owner-paid jobs where payment is withheld or delayed.
If a lien is filed, it could lead to legal costs, property title issues, and more. We include a clear lien notice in all our contracts so our customers are fully aware.
🧰 4. Expanded Roofing Services Allowed by Law
Good news! HB 715 actually expands what licensed roofers like us can do, without needing a general contractor:
We can now install skylights as part of roofing jobs.
We can repair or replace roof decking and fascia boards.
We can also enhance roof-to-wall connections (commonly known as hurricane straps), improving your home’s wind resistance.
What does this mean for you?
You can now count on us for more comprehensive services without needing multiple contractors. This helps streamline your project, reduce costs, and improve your home’s storm-readiness.
